Penny Stroud

Penny Stroud is a founder of Cattaneo & Stroud, Inc.  Her areas of expertise include strategic business planning, program development; multi-organizational affiliations and joint ventures; market research and planning for hospitals, health systems, medical groups, organ procurement organizations and long-term care providers.  She also has worked on various public policy analyses for private and academic organizations.

Penny began consulting for health care providers in 1978 and has extensive experience in the development of detailed business plans for hospital programs that analyze financial and market performance and define strategies for future performance or size adjustments.  Specific skills include market research, bed and service requirements, reimbursement analysis and an understanding of the financial and staffing operations of hospitals and health services.  In addition, Penny is experienced in developing programs for a broad range of hospital specialty services such as physician practices, cardiology, vascular services, complementary and alternative medicine, skilled nursing and long-term care.

Penny has also worked closely with Boards and medical staff committees in the analysis of facilities consolidations, the development of new programs and joint hospital-physician organizations.  Long-term care and geriatric service assignments have included managed care positioning, new project development for skilled nursing, endowment strategies, residential care and adult day health programs.  She is knowledgeable in California licensing and certification requirements.  Engagements include management of a statewide network of major non-profit health systems, strategic planning for large integrated delivery systems, and managed care publications.

Managed care medical group and health system projects have included development of PPO and HMO capitation rate and pricing targets and negotiating strategies.  She has worked with numerous anesthesia groups and the California Society of Anesthesiologists in managed care contracting and positioning issues.  Financial and utilization impacts on health care providers and resource requirements are particular areas of expertise.  Penny has also provided strategic planning and positioning consultation to medical supply and equipment vendors and ancillary service providers.

Additional areas of expertise include working with organ procurement organizations on development of case rates for organ acquisition, development of hospital-based medical groups, physician community need assessments, and recruitment planning.  Public policy and advocacy projects have included publications on community benefits in the hospital sector in addition to a series of studies on factors in patients’ access to specialty care among special needs and pediatric populations.

Penny received her Master’s Degree in Health Administration and Planning from Johns Hopkins University and her Bachelor of Arts Degree from Stanford University.  She is a member of Women Health Care Executives of Northern California, the Medical Group Management Association, and the California Healthcare Association.
