Craig Paxton

Craig Paxton is a principal at Cattaneo & Stroud, Inc.  His areas of specialization include healthcare market demand analysis, cost effectiveness analysis, and forecasting and interface of clinical, statistical, analytical and reporting software.

Recent assignments include a California wide analysis of physician supply, modeling organ transplantation cost elements to support case rate reimbursement by Organ Procurement Organizations analysis of inappropriate use of emergency room services, organizing the development of a managed care clinical reporting system for a large health plan, estimating detailed HMO and uninsured populations specific to small geographies throughout California, forecasting demand for services by patients with cystic fibrosis following state mandated newborn screening, evaluating the statistical validity of a regulator’s negative assessment of a large California hospital’s quality of care indexes, analysis of changes in Medicare+Choice markets, and development of a mortality risk calculation for CABG surgeries.  In addition, Craig has developed a PC-based standalone system to analyze pharmaceutical interchanges.

Prior to joining Cattaneo & Stroud, Craig worked for McKesson Corporation, where he joined a small group of employees and consultants to develop a corporate strategic plan for the hospital and health plan market.  Later, as an independent consultant, he returned to assist in the creation of a major component of that strategic plan.

Craig was also senior economist at Kaiser Permanente-Northern California for six years.  There, he introduced statistical methods of demand analysis to membership forecasting and policy evaluation, and monitored market conditions on a monthly basis.  Building on successes in modeling member dynamics in Northern California, he advised other Kaiser Permanente regions on similar approaches.  In addition, he has worked as an independent consultant to a financial firm in the capital markets area, to a litigation team in an anti-trust case, and as an analyst on transit and energy demand studies.

Craig received his Ph.D. in economics from Northwestern University in 1987.  While in graduate school, he specialized in econometrics, finance and analysis of industry structure.  He completed his Bachelor of Science Degree in mathematics at Santa Clara University and spent a semester at the London School of Economics.  He is currently Adjunct Professor at the University of San Francisco, College of Professional Studies.
